EXW vs FOB When Buying from China

EXW can look cheaper on the quotation and still give a foreign buyer more work than expected.

Quick Answer

EXW leaves most origin-side work with the buyer: the seller makes the goods available at the named place and has no Incoterms obligation to load the collecting vehicle or clear the goods for export. Under FOB, the seller handles export-side obligations through delivery on board the nominated vessel. For containerised cargo, FCA may be more appropriate than FOB.

From the China side

We do not compare an EXW price and an FOB price as if the difference were freight. First we write down the pickup address or port, exporter, loading responsibility, customs declaration and local charges. Only then does the price comparison become useful.

Two suppliers quote the same product. One offers EXW at $8.40. The other offers FOB Ningbo at $8.85.

It is tempting to call the first supplier cheaper.

The 45-cent gap is not a freight comparison. It is a difference in where the seller's job ends.

What does EXW mean when buying from China?

Under Incoterms 2020, EXW means the seller delivers when the goods are placed at the buyer's disposal at the named place, such as a factory or warehouse. The seller does not have to load the collecting vehicle or clear the goods for export.

That can be perfectly workable when the buyer has a capable China-side logistics arrangement. It can be awkward when the buyer assumes 'my forwarder will handle everything' without checking who can legally and practically complete the export formalities.

What does FOB mean when buying from China?

FOB is a sea or inland-waterway rule. Under Incoterms 2020, the seller delivers when the goods are on board the vessel nominated by the buyer at the named port of shipment; risk transfers at that point.

The seller's price therefore normally includes more China-side work than EXW: getting the goods to the relevant export stage and completing the seller's obligations up to on-board delivery.

For containerised cargo handed to a carrier before it is loaded on board, ICC notes that FCA may be more appropriate than FOB. This is worth discussing with the forwarder instead of using FOB by habit.

Who handles export customs clearance under EXW in China?

China Customs rules place export declaration responsibilities on registered import/export consignors or their authorised customs declaration agents. The commercial reality therefore needs to be checked: which Chinese entity is the exporter, who issues the export documents and how the shipment is declared.

If the supplier does not export directly, a separate export entity may appear. That is not inherently a problem, but it should be understood before collection day.

The table is a commercial simplification, not a substitute for the Incoterms rule text or a freight plan. Named place/port matters. So does the actual transport mode.

What should you ask suppliers to include in an EXW or FOB quote?

Ask the supplier to state the Incoterm, named place or port, and what local charges are included. 'FOB price' without the port is incomplete. 'EXW China' without the pickup address is equally weak.

Then compare the full origin-side cost: pickup, loading if applicable, export handling, customs declaration, terminal charges and any other agreed fees. Only then do you know whether the lower factory quote is lower.
